Why is the HOA not professionally managed?

Solution Like many residents, the volunteer residents of the HOA Board and Committees are all very interested in having the management of the neighborhood run by a full-time professional company. But without enough *mandatory* members, the HOA is currently unable to have enough (guaranteed) funds to hire a professional neighborhood management company.
