PACT MEETING HIGHLIGHTS
NOVEMBER 2, 2006

PACT Program 

  • Stands for Police And Citizens Together
  • Designed to complement Neighborhood Watch programs
  • Ruby Forest was Suwanee’s first PACT certified neighborhood
  • Each PACT neighborhood is assigned a specific officer as a liaison (ours is Lt. Cass Mooney) to work with us on quality-of-life issues such as speeding and assisting residents in taking measures to prevent crimes.
  • Neighborhoods are required to have a minimum of 3 PACT meetings per year to be a certified PACT neighborhood
  • Other programs & services offered:
  • PRIDE – Parents Reducing Incidents of Driving Error
  • Child finger printing
  • Child car seat checks

Tips from Lt. Mooney

  • For a Police Emergency, call Suwanee Police at 770-945-8995.
911 is for fire and medical emergencies only. When you dial 911, you will reach Gwinnett County and you will probably be put on hold.
If your have speed dial with your phone service, you may want to program the Suwanee police number under #9.
  • Lock all car doors & keep garage doors closed
The majority of the thefts in Ruby Forest have been from unlocked cars & garages that have been left open.
  • Mail bills at the post office, DO NOT leave bills in your mailbox
Lt. Mooney mentioned that the other problem we have is people stealing mail out of mailboxes during the day.  They then ‘wash’ the checks and make them out to themselves for large amounts.
  • CALL SUWANEE POLICE, 770-945-8995, FOR ANYTHING THAT YOU SEE THAT MAY SEEM EVEN A LITTLE BIT SUSPICIOUS!
There is a statewide curfew from midnight to 6am for all minors.  If you see anyone out during that time, call the police.  Lt. Mooney stated that they’d rather come to check it out and be safe than sorry.

Car Break-Ins

  • Four cars in Ruby Forest and two on Dollar Circle had items stolen on Mon., Oct. 30, 2006
  • All cars had been left unlocked with valuables left in them

Buford Highway Traffic Light

  • A signal study was submitted by Gwinnett County to GDOT in 2004 to put a traffic light in at the intersection of Buford Highway and Westbrook but there is no record of the signal being approved.
Per his Nov. 2, 2006 email, Martin K. Conroy of the Gwinnett County DOT is requesting Gwinnett County staff to update the signal warrant study, and re-submit a permit request to Georgia DOT

Why a traffic Light at the Buford Highway/Westbrook intersection & not the Buford Highway/Ruby Forest Parkway intersection?

  • A traffic light at Westbrook would attract traffic AWAY from Ruby Forest Parkway
  • It would create a natural break in south bound traffic on Buford Highway

Speed Humps for Ruby Forest Parkway

Lt. Mooney stated that due to its grade & curves, Ruby Forest Parkway does not meet GDOT qualifications for speed humps

Parking on streets

  • At the meeting, an opinion was offered that parking on the streets of Ruby Forest is legal as long as the vehicle is not parked for more than 24 hours at a time.  After further research, the facts indicate that parking on the streets of Ruby Forest is legal; the Suwanee PD will not ticket your vehicle, even if you leave it overnight.  However, on page 16 of the Covenants, Section 10.6 – Parking states, No vehicles may be parked overnight on any street in the Community.
 
  • Lt. Mooney stated that according to Georgia state laws:
  • Cars must be parked on the correct side of the street (meaning the passenger side of the car should be on the side of the curb)
  • Right tires must be within 12” of the curb
  • It is illegal to park within 15 feet of a fire hydrant, 20 feet of an intersection & 30 feet of a stop sign

Speeding

  • If you notice someone speeding, call Lt. Mooney with the make/model of the car and the tag number.  Lt. Mooney said he has no problem knocking on the person’s door & having a talk with them.
